Help With Custom Ranks

Is there a code? or anything I can add to make people who are only Special Groups Such as VIP groups or Moderator Group to be able to set their own Custom Rank? I don't want all member to be able to do it.

They need admin panel access to do that or simply ask them what custom rank they like and add it on their profile

Yes.
CP -> User & Groups -> Rank Administration (or group if you want groups)
You can also add extra's to the name, such as bold and an icon.
Example:

(as rank title)
