Avatar Border and Resizing the Avatar to Fit help needed.

Can someone give me a code that creates a nice border for avatars in messages that works with my websites theme and also a code that scales the images up or down so the fit into the border I want the entire images shown so the code must stretch images in a way that makes them fit perfectly, also the prefered size would be 150x150px. Thanks in advance.
