Allow new members simply means, you have allowed for guests to be able to sign up to your forum. If you choose no, none of the guests will be able to register on your forum.

Forum in Holiday is different that it doesn't give you access to the forum.

Allow new members allows to guests to register in your forum.
Forum in Holiday doesn't allow any accest to the forum.
