Multiple Issues Dealing with Users

Hey guys Ive spent about three hours on here searching for help. So let me please explain first, I am very newb when it comes to CSS coding and what not. I used to work on HTML seven years ago and well now im rusty on all the new coding and even html.

My questions would be.

Firstly I would I would like to make a pop out PROFILE when any user scrolls over their avatar or another users avatar. Example found here http://www.chiasedohoa.org/ (NOTSPAMING)

Second question is-

Scrollbar in the Admin control does not seem to want to change its color for me. I also tried making a code inside the modules and placing it in. Any help with this?

Third Question is-

Like/Dislike button- I found an example on here, yet it is not working for me. I know the rep is Active, and I placed both codes in the right sections plus made the the one code for TOPICS only.

Any help? You don't need to answer all these questions together, one of them would be fine. I know I need all answered though. Please help guys I am a newb.

Also the Like/Dislike may be that I do not know which platform I am running. phpbb2-3 or punbb its all new

Since the 42 of you have looked at this and did not seem to post any help. which I am not angry about, most likely did not know what I was speaking about or could not help. Understandable. Since then though I have almost finished my like/dislike buttons. Thanks to a tutorial on this website.
