HTML HOMEPAGE Empty HTML HOMEPAGE

I want to make an HTML homepage. it would consist of being the main page footer and header, but i dont want the widgets to show in this. Also I want to create a news feed, kind of like a blog or a forum. But just simple starts of another page. Here is an example.

So thats what i mean. And I could have an area where i can create these pages, and each time i do it updates. If not possible with out php, code I mod it somehow with the blog Option? I just dont want the blog to show in the forum section.
