Floating Menu Troubles Empty Floating Menu Troubles

Alright, so I have found this code at this site, and everything works; the css, javascript, html, all of it. Except this code...

It says put it in head,
The Tutorial wrote:The jQuery library and plugins inside head tag
but I don't know where the head is. Is it in the templates? Or am I supposed to put it into a javascript. Please help. Thank you.
