In progress Admin Permission Settings

Hello. I added a member to the Admin group but he is unable to gain access to certain parts of the ACP. I'd like him to have access to the templates in particular like the main Admin account does. Is there a way to give a member FULL admin permissions like that of the owner/founder account?

I think only the founder gets full views of the ACP.

There are areas in the administration panel that only the founder can see.
