Multiple Navigation Bar

Hello! I saw this tutorial https://help.forumotion.com/t27228-three-navigations-bars-on-your-forum and I was able to do it. I only added 1 navbar since I only want 2 navbars for my forum. However, may I know if there's a way to move the position of this navbar (the one that was put on the site description)? Because I want to put this 2nd navbar on the top, above my header and the links are profile, login/out/register and PM Thanks so much in advance ^^
