how to disable a button or link in phpbb3 only for guests ?

*i cant in admin panel ... i want disable the button "forum" but the options is disabled for this ..

You want a menu button only for guests?
ACP>>Modules>>Portal and widgets>>Widgets management.
you can create a button that connects to a different page, etc, and use the HTML coding to allow members to click it, and it will take them somewhere else. you can use the permissions settings on it to only allow certain people to see it, hopefully this answers your question.
Also,
ACP>>Users & Groups>>Special Rights
will allow you to set permissions to see menu buttons, and pages as well as the statistics, IP Addresses, and User Status display.

i dont think it would something that is going to be done with css?

You have to explain in more details on exactly what it is you want to do.
Disable what button for guest where, and what links where.

please provide nanny screen shots or links that will better help us understand as well.
