The mobile version of my site is extremely annoying and doesn't work with my site because it's based Off seperate pages, not the forum. And it comes on ALL the time and it doesn't ever turn off, I can't really see anything else unless I type in the link I want.

Is there a way to turn this off FOREVER so no one ever sees it? ( unless maybe they click something)

Sorry there is not an option to turn it completely off. You can change versions by pressing the classic version button at the bottom of the page.

But when I am not connected to wifi it doesn't turn off. It won't let me do anything when I'm using my regular service. I can log In, visit some forums, but after a while it loggs me back off. Somrtimes when I try to access the portal, admin page and profiles it automatically redirects to the forums.

Sorry, but don't really understand. After you click the classic version at the bottom. It should work fine, as long as you don't clear cookies/cache of the browser you use on your phone.
