Image Navigation/headers? Empty Image Navigation/headers?

If you look there, thats the screenshot of a forum that I was looking at earlier - and its appearance is simply stunning in my opinion! The screenshot is of the heading image way at the top, that comes before all the forum posts. On the image, there are buttons linked/navigating to other parts of the forum.

I would LOVE to be able to do that, though I'm clueless as to how!

Also, if you see, my mouse is hovered over 'Information' and when I do hover, a list scrolls down. This list had no borders, just links. Could someone tell me how to do this?
