Do you mean Site Rules? Is that the name of the category?
You can change it here:
Administration Panel > General > Forum > Categories & Forums
Press the modify image for that category and rename it.

That is the name of the category which you can change in the administration panel (Categories & Forums).

Category: Site Rules
Forum: Sites Rules
Sub-Forum: Announcements / Updates
