Locking a Sticky

Is there any way to lock a Sticky postthread within a category? I have made it a 'sticky' and it stays at the beginning of all the other threads, but I would like to 'lock' it so no one can add replies/messages to that sticky.

You lock those three thread types just like you lock regular threads.

When you enter topic , check below the message , there should be some tools , click on Lock this topic.
PS: Maybe tools are at top.
