Just put it as the background picture? You go to the administrator panel then go to general, look under appearance and click the one that's above "color" choose advanced mode. On "background" upload that picture.

That way it will only make it to be background , not what he wants.
You can make it like that if you are good at coding.

Well they don't make themes here.
And you need custom one for that.
