Solved Assigning moderator status

Hi
When I click on users, and click on a user name then click permissions I get this "You can change the information related to the users. You just have to click on the username. You can also send him an e-mail or a pm by clicking on his address." How can I assign a moderator?

Thank you for your reply.
I tried the directions in the first link but that's where I get that message when I click on the permissions tab.
I can't get to the user permissions to set a moderator.

I don't see that symbol there, only the yellow circle.

I'm at the right place, I'm pretty sure. The only symbol under the action tab is the round circle, that's the only symbol there.
I'm on my phone, do you think it would look different from my computer?

Are you doing this:
Locating a user in the administration panel and pressing the username which loads the profile, then pressing the permissions tab?
