Cant join to forum

hello all,we have been suffering with this problem for a month.
When ppl try to join our forum it loads but white screen comes out and it couldnt be loaded because chrome didnt give respond for a long time.
but sometimes we can join to forum.Example : in a week 3 days is normal 4 days with ktunnel only..
there is something about proxy settings ? please we are tired to join ktunnel.

btw ppl from not in Turkey can join perfectly.
only those(we) have problems with joining not register.Enter the site.It doesnt enter even cant see buttons..
but sometimes we can join sometimes not..

I have a problem sining up to a forum thath I am member for 4years it locked out for me this is what apeard

I did all that but nothing
then I registrerd whit new username but it is locked out , what can I do
