how do i make the forum public and still have admin accept members so i dont need to invite members

I do not know if i get you right but.
Go to ACP (Admin Control Panel) > Users and Groups > Users > Users Options > Then edit the following:

Allow New Members: Set to Yes (Settting this to yes will allow guest to register an account to your forum)

And for making your forum public, what do you mean?

Users & groups>Users Options
New account activation:Admin.
Save.
