Solved CSS limitations?

I have access to the Adobe Suite, dream weaver, flash, etc. what are the limitations for coding on the forums? I don't know very much about CSS, but I'd be willing to learn if I knew what the site was capable of achieving. How much access do we have to our forums CSS code? Or are we just limited to our appearance?
