Chatbox Anti-Spam and Chatbox Private Messages

I have an idea that in the chatbox if a person posts very fast the chatbox will run
/kick (Spammers user name) and /clear this will help when no staff is on the chatbox to get rid of spammers. If the person spams a second time the console should run: /ban (Spammer). For example:

SpamGuy: Hello
SpamGuy: Hello
SpamGuy: Hello
SpamGuy: Hello
SpamGuy: Hello
* Console kicked SpamGuy for spamming and cleared chatbox
SpamGuy Logged On
SpamGuy: Hello
SpamGuy: Hello
SpamGuy: Hello
SpamGuy: Hello
SpamGuy: Hello
SpamGuy: Hello
*Console banned SpamGuy for spamming and cleared chatbox


My second idea is a private messaging system for the chatbox.
/msg (Username) (Message)
This will also have a feature in which mods can see the messages.
/seemsg (On/Off)
When a chat box mod runs /seemsg on when a user posts a private message that mod will see this:
*Person1 messaged Person2: Hello!
