Well any moderator who has permission to moderate a forum will be able to delete as it comes with the title of being a moderator. To assign someone a moderator status go to ACP --> Users and Groups --> Search User --> Search for the user and click on his name--> Switch to the tab permissions, then select if he is to be a moderator for specific forums.
Administrators added to the Root Administrators group will have the automatic ability to edit, and delete in all sections.
To set a time limit for members to edit their posts go into ACP-->General--> Messages-->Configuration--> Set member post edit duration and change that to whatever you want --> SAVE
Also you might just want to check all the permissions are correct for your forum by going into ACP-->General -->Categories and Forums --> click on this then check everything is to your liking.
