I think it's possible!
So here are the steps:
Admin Panel-->Users and Groups-->Users-->User settings-->Allow new memebers and then choose no!

If you choose that option then the registration from your forum will be closed and no one will be able to register on your forum. Skittlespc is right, it's not possible.

The options you have mentioned, is for allowing new members to register. If you click "No", in that option, than no new members could register! So don't do that Wink

I also want to hide the join label because it's not accurate. Most members joined my forum in 2007 and it's showing 2008 in the label. It's really unecessary.
