They are probably using a proxy server or know how to change their IP address. Not much you can do really at that point.

Please change the title of your topic, that is related to your question/issue, so that other users will be able to find their question/issue using the search engine.

What you can do is, set the account activations as Administration acceptance only, therefore, the user will eventually stop, hopefully.
