Why can't I pm?

I had to re join to change my personal information. Yet, I am not allowed to do some posting, nor am I allowed to send pm's requesting help. Please help with this urgent matter.

You need to have a minimum of 2 posts before you can send private messages. This is to prevent spam by private messages.

I also wish to note that my old account is set up with my user name in my forums. Bill Cahill
This is to give you further information on me. That account appears to be useless, and, It wouldn't even allow me to change my e mail address.. The e mail address on my new account is my correct one.
