In progress forgot password

clicked forgot password .put in email address.
got this message: The security 'Disallow admin to send new password' is active in Admin Panel > General Admin > Security
you have to go to admin panel to change it.how do you go to admin panel if you can't get the password? Is there a way around it.What on earth? I didn't know what that meant when the forum was set up. Now am STUCK.
