Yes you can chose some of the privileges that your mod has. And yes you can allow mods to ban members if you chose to. To do that go to your Admin Panel >> General >> Configuration >> Security, go down to Disallow Mods to Ban Members and change to Inactive.

I think the best way to see the privileges that your mod has or can have is to just look at the permissions of one of your forums and be sure to click the Advanced settings so you can see all of them listed.

No go to Forum >> Categories and Forums >> click on the yellow wheel at the end of any of the forums that you have set up in the list shown.

Click the Permissions tab, at the bottom of that page click the Advanced Mode.

Now you should see the list of things they can do, with check marks.

I think another good way to check permissions is to create test users. I have a test user that is a normal user, and a test user that is a moderator. That way when I make changes I can log in as these users and make sure things look right. It is very helpful, and a quick way to make sure things are set up correctly.
