Adding Moderator Panel.

is there a way to make it where Admin and Moderator can have panel as well but The Admin have more stuff than Moderator like Moderator they can ban people from the forum or inactivate them and add chatbox moderator etc.

and is there a way for owner's to choose a head Admin of the forum like they can do same thing as the owner of the forum and The first and the second owner can do what they want admin too do etc.
