When new user go to the registration Its write: Administrators have forbidden any new members.

No to me it is ok. I registered just fine.

I just accessed the Registerstation form fine as well, try clearing your cache and/or foru cookies.

indeed now I get the message, check and see if your forum is on holiday, this cab be found in the same place as mentioned by SLGray except  look for forum on holiday, make sure it says no.
