The ability for Moderators to activate member accounts

At the moment Only Administrators have the ability to manually activate new user accounts. The only other option is for Automatic activation.
I have recently been dealing with a trollling incident on my board, and a result I now have to manually activate accounts. It gives me the opportunity to check their email address etc. I don't want to hand over control to another person in the way of appointing another Admin, but It would be useful if moderators could perform the function of manually activating accounts in my absence. I think we could all benefit from this feature.
