Can I remove the footer on a custom HTML page? I mean, is it allowed?

As long as its displayed on the rest of the forum i don't see the reason why not, as long as its not violating the ToS.

If you chose to use your header and footer on the HTML page, then it's a no. If it's made without the header and footer, then there's no problem because you chose not to use the footer.
