I am looking for a javascript where it blocks proxy based users does it exist? because a known troll keeps making accounts on my forum and tries to spam nudity because he has a personal mental issue.....

How about members who have to use proxies?  If you use a code to block proxies, you will also be blocking good members. The best way to help control spammers is have activation by administrator.

Hello,

I just want to add if you set account activation to admin as SLGray said as well as keep banning his accounts and e-mail addresses he will probably eventually get tired and leave you alone. After all Proxies aren't really the most fastest way of surfing the web and are often slow, after awhile of being banned, etc I am sure this user will eventually get tired at some point and leave your site alone.
