How to unlock my forum?

I made a forum from forumotion.com. There are 4 topic in my forum, but only admin can post new topic.
I check the permission in administrator panel but find no error.
In the bottom of my forum there is a line "Dien dan da bi khoa" (I'm a Vietnamese. This line means "The forum has been locked")
What can I do to unlock my forum?

To Unlcock a Forum, Go to:

Administrator Panel => Forum => Management => Click on the Forum You Wish to Modify => Change the "Forum Status" Bar to Unlocked => Hit "Save"
