Could your provide a link to where you took that screenshot so I could have a closer look? I am having a bit of a hard time seeing the image currently.

Oh so you are wanting the scrolling effect with URL's. Ok! I can assist you with that! Just follow the steps below and add my demo code!
Next, you will want to add the announcement. Try adding what I have below.
Use the little green plus icon at the bottom right of the "Announcements" box to add new announcements.

ACP(Admin Control Panel) > General > Messages and e-mails > Announcements > General announcements options > General announcements options
Set the Activate to "Yes"
Scrolling, you can choose.
Scrolling Speed, you can choose.
Click Save.
Next, you will want to add the announcement. Try adding what I have below.
