How to take ownership of a forum

I am a member of a forum whose domain name has expired. I am getting no response to emails to forum administrators. Is it possible to take 'ownership' of the forum to reinstate the domain name or alternatively create a new domain to point to the forum?

EDIT: If all else fails and you feel the other members would move on by then, you could always make your own forum.

Yeah, but sadly we would lose all the valuable information that members have contributed.

While that is true, but only if the previous owner doesn't show up in that 6 months and 1 day period.
