Announcent background color

Hi!
My forum is in pHpBB2. I am searching for a way to change my announcents background color in topic_list_box. So when I am on the forum view all the forums are nicely under each other, but some of them are announcents or global announcements. I wasn't very clever, because removed everything which had to do anything with announcements, as I didn't want the little logos on the side. What I want to achieve right now is to give a different background color to the topic title box, or even the whole row with the author and topic details, but I think the first version is easier.

The forum is strongly half-done, I am learning coding as well so I quite enjoy playing around, but I can't figure this one out. (Obviously I would like it to work on the whole forum, but right now this is the only page where there are announcements and not announcements.)

Do you have announcements separated from the default topics?  I can not tell which is which.

Yes, I think this is my main problem. I took it out, as I thought I won't need it with the little icons at the front. So now I should put it back this separation and make that change the background colour
