Can i make a section limited to people that have made at lea

Can i Make members have t0o have had posted at least so many posts to accses a certain section ?

i wish to make a section only viewable to members that have posted regulary so it encourages people to join in so they can get in to the limited post section.

No, that isn´t possible, you have to create groups and then manually put the users in there.
After that you can open forums for the members in that group.
