can any1 help me find out why it always says: ''administrators have disabled registering on the forum right now''. every1 trys to join and it wont work

acp > General > Configuration > Forum in construction and Forum on holiday > Check them both No . And maybe there is one more reason.
Acp > users & groups > users > User settings > allow new members > check yes
