If what your asking for is an access page for your forum, yes it's possible in 2 ways:
- a portal,
- or createing a personnalised HTML page and giving the address of that page

I believe that he is asking how to add flash animation. Or am I wrong? (I am a bit groggy from lack of sleep.)
You can try the site "Free Flash Animations for Your Website". It includes user-friendly tutorials and templates to create a quick and easy flash intro for your site.
I am sure that once you toy around with the basics, you will be able to start experimenting with more complicated flash animations (like the example you provided).

If you want it on the same page as your forums:
- Go to Admin Panel >> General Admin >> Homepage.
- Add flash HTML to the block labeled "Message Content". (Make sure that it is in HTML editor mode.)
- Save.
- Go to Admin Panel >> Portal >> Portal Structure >> Create a Custom Block.
- Add flash HTML to the block labeled "Block Source". (Make sure that it is in HTML editor mode.)
- Save.
- Add the custom block to your portal structure.

Hmm... if you are simply looking for a very basic tutorial on how to create simple animations (even if they are not flash), then perhaps the Photobucket forum thread "Banners, Sigs, and a whole lot more" may help you. A bit outdated, I know. But it has proven very helpful for many beginners.
The thread is very straightforward and includes recommended animation programs to download.
