Forum width (number or %); Set the number to your liking.

Yes it works. Just try putting in 75% and save. Then you will see that the forums have gotten smaller. Get it to a decent size, but remember, people have different settings for their screen and you should note what size you are using.

It doesn't matter what resolution people are using on their monitors - it will still display whatever percentage of the screen the forum is set to.

75% is a decent size to use.
