If you select

Admin Panel\Display

It should tell you there, The section will look like

i am using phbb 3 having software version problem 105nsr9

my version is phbb3 can i change to ipb2.1 or greater

There is only so many version that you can change it to

Phpbb2, Phpbb3 and Punbb

You can fnd the when you select

Admin Panel\Display\Choose A Theme\Version

there is not IPB version on forumotion, if you want forum like that you going have to search for it on your own.
