Topic Balloon Empty Topic Balloon

Is it possible to add a balloon on the forum so when user place it's mouse on the name of the topic , a balloon will appear with a part of the topic or some screenshot?

For example if there are many topics for mobile games will be comfortable to see a screenshot of the game where is no need to click on every topic...
