This is what I would like to create. Could someone show me how to make this? I want it at the bottom of my homepage.

It's a widget and one of the standard ones. You find it at:
Admin Panel -> Modules -> Forum Widgets management

It's a Drag and Drop Menu, so pretty easy to handle

Yes but I want an edited one and put it at the bottom of the forum homepage...
