Is there any way to get the inactive users to have to post in a "dog house" or welcome back section before they can return posting as usual, or have a pop-up that says welcome back you haven't posted recently??

You can make a group for Members that havent posted in a while. Also put something saying this forum is for you. And put the reason why.
