Hello

Is there anything in admin panel that can let users choose which themes to have ?

They will see the theme they picked not anyone else.

Admin Panel>>Display>>Theme>>Choose what theme you want

This will be the theme that you pick for the hole forum.

I want for each user to pick themes that Admins and I made.

Not for the whole forum.

You will need to upload them to Hitskin.com but members cant pick their own theme for them selves.
