how can i make topics sticky?

i need to know

While you are making the topic ( or edit)
under options press sticky

When you make a new topic just scroll a page a little down. You will see "Post options".
Choose "Post topic as: Sticky"

To make a topic sticky,you need to be an admin or a mod.
First,make a new topic,then write your message and and title,then look at the bottom of the message you wrote and you'll see a next box called 'Options'.You'll see: Disable BBCode in this post.
Disable Smilies in this post.
Notify me when a reply is poste.
under that you'll see:Post topic as: * Normal * Sticky * Announcement .
Pick the sticky one and you'll have a sticky post.
