Permissions button in admin panel

Hi. I'm pretty new at all this, but in this instance, I think there's something wrong with my forum. I wanted to edit the viewing permission for my forum. I saw helpful instructions in a post on this forum.

However, in the Administration Panel, under Forum, I see Management, but there is no Permissions option (I did find the permissions button for editing groups).

I would like to edit Permissions before I start building up my forum.

Any suggestions?

To answer to your question : It's because you are under the simple parameters mode. You need to click to "Advanced parameters" at the top-right corner (new version with tabs) or at the yellow arrow at the bottom (old version with frames)
