.: Missing Line Mystery! :.

Hi! I was fixing up my site, by adding a scrolling subtitle as the little info thing that goes under the name of the forum category. It works fine, but now one line that separates the topics from one category is missing, and i can't fix it! I have tried removing the scrolling, but it was still missing!! It doesn't have much importance, but is really annoying me!! Does anyone know how to fix this??
