Update Version and help for forum rules

hi Sir how can i update administration panel in a new version help me i cant know how i do .in my administration panel its (old Version) and then how can i add In my forum as a( forum rules categery and describesion) . after the welcome forum i need to Create forum rules tell me how i do

To update you administration pannel, you need to go in "Admin pannel", and click on "new version" (at the top left of the page)

To create your new forum, you have to go in :
Admin Pannel > Forum > Management

The just click on the where you want your new forum
