Pop-Up Balloon for previewing

Can i add a pop up balloon like this here :


I really need one of those on my forum!Thanx in advance...

This mouse over effect seems to built into the template
and is used by forumotion for advertising you can switch it
on and of in the admin panel, but so far no one has come
up with a way for the forum admin to use it, You could add
it as a suggestion poll in the suggestions forum

Any new ideas??
Scripts or something???
