Split 2 Table Inside Topics !!

I Saw Many Forums Using This Style...

E.g. :- 1st table for subject ( Only Admin Can Make a Post/Topic In a Subject )
2nd table for Thread ( Free For All Members & All Moderator Making a Post/Topics )

Those are sticky & announcement.
You can set the permissions on who can create those in
General>Categories & forums
Click on a forum name
Permissions tab
Change the settings.

Now also do this.
General>Messages & emails>Configuration
Separate annoucements and stickies from the messages : With a table

Hit save.
