at the top of the page, how do i change the smaller label under the main heading on the board name for example

that's your logo.

Admin panel>display>pic's management> click advanced.
right at the top is the forums main logo.you can use the onboard up loader
or an image host of your choice just be sure to use the direct link for the image and hit save

Yes, that sentence is part of the logo here.
You CAN add a site description, a group of text to show below your own logo.
In the admin panel go to>General tab>forum>configuration>site description.
